Kogi ready to carryout biometric data capturing of Fulani herdsmen

To forestall incessant farmers/Fulani headsmen clashes in Kogi State, the State Government has proposed biometric data capturing of the Fulani resident in the State for proper identification to single out miscreants and foreigners among them who perpetrate heinous crimes.

This is coming against the background that Fulani herdsmen from neighboring African countries under the cover of Fulanis come in with sinister agenda, hence the catalogue of robbery and Kidnapping on the highways which have been traced to them.

Special adviser to Governor Yahaya Bello of the State on Local Government and Chieftaincy Affairs Hon Abubakar Ohere said the policy will separate the grain from the chaffs, miscreants from the real Fulani’s.
“This will help in indentifying the genuine Fulanis in Kogi State while strangers and miscreants who may enter the communities under the guise that they are fulanis and later go ahead to threaten peace and security would be exposed.”
Ohere who spoke in an opening remarks at the last quarter meeting of Kogi State council of chiefs announced a new policy of all inclusive Governance, adequate representation, investigative and dialogue approach.

He indicated that the Governor has approved the inclusion of Fulani representatives at the Local Government area and State council of chiefs.
The adviser said the State has strong faith in the Nigerian Constitution which allows for the freedom of movement and association hence the Fulani herdsmen are free to reside in every part of the State.
“I believe that the farmers and Fulani herdsmen can live together in peace and harmony like in the olden days when they cohabited, worshiped together and farmed together as well as engage in commercial activities in the same markets.”
Ohere reiterated the need for that symbolic relationship among the farmers and the Fulani’s across the State.
He called on the administrators in the 21 local Government of the State and the traditional rulers to go integrate the Fulanis in their various communities.
He said they are expected to hold regular meetings with the Fulani herdsmen to ensure permanent peace in the State.

The News Agency of Nigeria (NAN) reports that the call was made at a Media Roundtable with PWD members organised by The Leprosy Mission Nigeria (TLMN) in collaboration with Kogi Non-Governmental Organisations Network (KONGONET) on Friday in Lokoja.

TLMN Programme Officer in the state the media roundtable Mrs Hannah Fashona, was part of a five-year strategic development plan for Kogi Ministry of Women Affairs and Social Development to address issues of vulnerable groups in the state.

Chairman of the State PWD Mr Aromeh Ibrahim, said the implementation or enforcement of the laws passed by the House of Assembly and assented to by Gov. Yahaya Bello over the last five years had been cumbersome due to inaccessibility to the laws.

Ibrahim regretted that since the Disability law with provisions for establishment of Disability Office or Commission was passed and assented to in 2018, no part of it has been implemented.

Against this backdrop, the chairman appealed to the state government to domesticate the law to conform with the national and gazette it to enable uniform implementation across the country.

“One of such laws is the “Law to Establish the Disability Office, Guarantee and Protect the Rights of Persons Living With Disabilities and for other Matters connected Therewith, 2018” passed and assented to in December, 2018.

“The other is the ‘Law to provide for the Establishment of Youth Development Commission, Implementation of Sustainable Youth Policy and other matters connected therewith, 2018.’ duly passed and assented to by the governor”, he said.

Disregard call for AGM in Portharcourt by faceless group -HOSTCOM

The National Chairman  Host Communities of Nigeria Producing Oil and Gas (HOSTCOM), High chief Benjamin Style Tamaranebi has asked the general public to disregard any other group claiming the acronym of HOSTCOM to defraud Federal Government.
He spoke against the background of a faceless group led by one Mike Emuh, HRM Diete Spiff, Chief Jasper Jumbo and Wellington Okirika that has been claiming to represent HOSTCOM.
This was contained in a press statement he issued in Abuja and was made available to the NationalUpdate on Saturday.

According to him, the group had issued a public notice of a three days Annual General Meeting (AGM) in Portharcourt on Gas flaring scheduled for Friday 26th, November.
He cautioned the general public to disregard the notice as it was not emanating from HOSTCOM which is an umbrella body of all host communities.
According to him, “A few unpatriotic individuals have gone to the pages of the news papers to call for fictitious AGM meeting after which a conference will be held in the name of the Board of Trustees and Executive Committees of Host Communities.
“Host Communities of Nigeria Producing Oil and Gas (HostCom) is one indivisible body. An umbrella body representing all Hosts and 50km radius any Project site with registration No. 23281. “For the avoidance of doubt, There is no known organization by the name HOSTCON, therefore why impersonate and use the name of our duly recognized association for illegality and by extension, causing security concerns thereby threatening the Federal Government in disguise.
“lt is disheartening and jaw breaking that those expected to maintain sanity and decorum as elder statesmen are the ones fueling the ember of disintegration and unity all in the name of Gas flare penalty fund through conspiracy, impersonation to cause disunity amongst members of the Host Communities of Nigeria and by extension the entire Country of Nigeria.”
He therefore drew the attention of the general public and relevant government agencies the fact that there is no leadership rift in HOSTCOM as it is duly registered with CAC and has a structured National leadership tenure for its executives.

“The initial leadership tussle rift in the organization was laid to rest by the judgment of the Oba of Benin, which was followed by court judgment that confirmed the leadership and legal Board of Trustees with patent rights of High ~Chief (Dr) Benjamin Style Tamanarebi (JP). “Host Communities of Nigeria Producing Oil and Gas (HostCom) is a noble and famous grass root institution devoid of criminal tendencies.”
The chairman expressed the determination of HOSTCOM to resist any form of intimidation by few individuals adding that would not allow any group or groups of persons to use Hostcom in disguise to perpetuate criminality and militancy.
“HostCom will join forces with federal government for Host Communities sustainable development, to curb bunkering, crude oil theft, pipeline vandalism, kidnapping and anti social vises.
“Michael Emuh, King Diete Spiff, Chief Wellington Okirika, Chief Jasper Jumbo and others are not registered members of the board of Trustees of HostCom with registration No. 23281.
“Therefore they lack the jurisdiction, and the capacity to speak for, Host the e name Host Communities.
He said the group is impersonating the host communities adding that their activities are unacceptable as they have become a threat to the Federal Government with their intent to cause a breach of peace in the Niger Delta.
The chairman said as PRO of Late Chief Alfred Bubor executive committee, Michael Emuh was sacked and a disclaimer placed on him due to criminal activities of scamming people in disguise of cooperative loans, modular refinery and pipeline surveillance jobs.

“Michael Emuh and King Diete Spiff have been fraudulently misrepresenting Host Communities National executives.”

“It is repugnant and against natural justice that a faceless group would ridicule highly respected, noble and credible monarchs and elder statesmen such as the Oba of Benin who is the live Patron, His Eminence King Dr Emund M Daukoru, FIC CON, MEINGI XII Amayanabo of NEMBE as Board Chairman, Chief EK Clark as Grand Patron, HRM King Owong BASSEY Achianga TROMPCON CHAIRMAN/ BOARD of Trustees Hostcom to mention but a few.

He said the Country holds the respected personalities in high esteem and therefire cannot be found to associate with groups or fraudulent persons with criminal background and activities.

“The usage and publication of unapproved names of some of the highly respected and noble monarchs, kings and elder statesmen for nefarious, self centered interest and activities in the region due to the Gas flare penalty fund is despicable in all ramification.

“The Vanguard publication on pages 26 of the 26th of November 2020 by the conveners is fraudulent, impersonating and ridiculous, provoking the anger of the nobles, elders and statesmen as it does not represent the Executive members and Board of Trustees of  HostCom.”
However, he condemn the recent attack on the major crude lines describing it as senseless as the facilities belongs to all.
He therefore decried the consequences of environmental degradation to the environment and desecration to the eco-system which he said is a taboo.
‘You don’t destroy what belongs to you. To put the records straight any federal assets and facilities belongs to you and I, so why vandalize or attack it causing more damage to our soil and environment.”
He said it’s better to jaw-jaw than war, war!

He called on all and sundry toJoin hands with the Host Communities of Nigeria Producing Oil and Gas (HostCom) and continue to highlight the developmental, environmental, livelihood, security, resource control and governance challenges in the region.

“Gas flare penalty fund is a chip off the iceberg compared to our statutory rights and sustainable development.

“HostCom doors are wide open for all patriotic respected sons and daughters of the Host Communities of Nigeria Producing Oi and Gas (HostCom) you are all welcome with open hands to support and make your contributions to move the region to greater heights.
“Be a voice of reasoning and moderation in the midst of all the anger, despair and war mongering by the different stakeholders and Actors.”

“We notify the general public, the federal authorities and all relevant agencies to intensify efforts to ensure that the looming danger posed by this publication and conference is curbed in the bud to avoid a breakdown of law and order and blood bath. “The publication is faning the embers of discord as it has become a threat to the national unity.
“We believe the Federal Government recognizes the need for peace, socioeconomic and infrastructural development, alternative livelihood solutions, diversification of the economy of the region and the urgent need for a coherent Niger Delta Developmental Action Plan.”
He also called on the Federal Government to ensure that Host Communities of Nigeria Producing Oil and Gas (HostCom) are engaged in the decision making process of the regulatory Boards and authorities of the Oil and Gas industries and investment.

“No Niger Delta Patriotic citizen in any pressure group or those in elective positions should play politics with the socio-economic and infrastructural development, alternative livelihood to disenfranchise HOSTCOM as a result of the gas flare penalty funds.’

The Minister of Humanitarian Affairs, Disaster Management and  Social Development Sadiya Umar Farouq has flagged off the Rural women’s Cash Grant of N20, 000 each in Gombe state
The Minister stated that the grant is expected to increase their access to financial capital required for economic activities since rural women contribute to the national economy through small scale businesses.

She urged rural women in Gombe state to use the one-off cash grant given to them by the federal government to improve the lives of their families.

“It is our hope that the beneficiaries of this programme will make good use of the opportunity to increase their income, enhance their food security, and generally contribute towards improving their living standard. We believe that  with the complementary effort of His Excellency, Muhammadu Inuwa Yahaya, the Executive Governor of Gombe State, the target beneficiaries will be on their way out of poverty to prosperity”.

In his remarks, the Governor  Inuwa Yahaya described the flag-off of the Rural women’s Grant Project in  Gombe state as timely.
He  said that the grant which means a lot to Gombe state government will assist the rural women to take care of their families and their petty businesses.

“I am grateful to President Muhammadu Buhari for his intervention during the pandemic and for steering this one-off grant for rural women in the country. The federal government’s directive to disburse immediate cash to rural women in Gombe state  is highly appreciated and  apt.

“Rural women are the backbone of our economy as eighty percent of women are peasant farmers, toiling day and night to sustain their families. This grant of twenty thousand naira to about 20O women in this state means a lot to our women and the state government and it will help them to cater to their families, farms and their small scale businesses.

“Other Federal government interventions like Trader Moni, Market moni and Farmer Moni are also needed and like Oliver Twist, we will keep asking for more,” Governor Inuwa Yahaya stated.

The Minister later performed the symbolic Cash Transfer of N20,000 to some women in the state.
The Rural Women’s Cash Grant is designed to provide a one-off grant to some of the poorest and most vulnerable women in rural Nigeria. A grant of N20,000.00 will be disbursed to over 150,000 poor rural women across the 36 States of the Federation and the Federal Capital Territory.
